The Deputy Director primary management role is to direct and oversee projects of the Bar Code Resource Office (BCRO) within the Office of Informatics and Analytics (OIA). The Deputy Director, BCRO interacts with Veteran's Health Administrat! ion (VHA) management, management from other federal agencies such as Department of Defense, Indian Health Service and with representatives from private industry. Develops BCRO plans, budget initiatives, operating policy, provides supervisory oversight, and executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care. Participates in executive level decision-making and assures the implementation and maintenance of standards for professional practice.

This position oversees, supervises, and provides clinical and technical expertise to provide a solid base upon which the BCRO can make effective, data-driven decisions in order to anticipate and meet the clinical, technological, and procedural needs of its customers, and to achieve the goals of the VHA and OIA. Serves as a resource for V! A staff, i.e., medical, nursing, administrative, technical and manageme! nt staff and the community in the area of the clinical technology applications and processes. Integrates organizational concepts, information technology, nursing informatics, communications, marketing, and presentation skills in a rapidly changing environment. Uses initiative, self-motivation, and a comprehensive knowledge of information technology and medical/ health information needs. Requires a complex blend of proven clinical management, technical management, and communication skills to develop, implement, and support clinical and business best practices for integrated technologies through technological innovation and process improvement to support clinical automated identification and data capture (AIDC) systems assuring the delivery of safe, effective, and high quality patient care. QUALIFICATIONS REQUIRED:

BASIC REQUIREMENT:
A c itizen of the United States. Graduate of a school of professional nursing approved by the appropriate State-accrediting ! agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia . In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.

Must be proficient in spoken and written English .

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected. Experience as a RN will be evaluated to determine if the experience is o! f an acceptable level of quality with regard to the following four dime! nsions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.

Education/Experience Requirements:
Nurse V- Master's Degree in nursing or related field with BSN [or a Bachelors degree in a related field. If MSN obtained in a bridge program, no BSN required.] and approximately 5-6 years experience, or Doctoral degree (preferred) in a nursing related field with approximately 4-5 years experience (AND) appropriate basic or advanced certification desired. A minimum of 5 years of successful nursing practice, 3 years of progressively more responsible leadership assignments is required! . Ability to manage within a complex health care system where the intensity of care/activity and broad program mission generate numerous and complex issues. Knowledge of current theoretical approaches to the delivery of Information Technology programs and strategies for examining and applying current concepts are essential to the assignment. Necessary skills include leadership, management and quality improvement concepts, and the ability to participate in developing and implementing organizational strategies to address opportunities to improve the delivery of care to Veterans utilizing automated identification and data capture (AIDC) technologies and initiatives.
