Incumbent serves as the Safety and O! ccupational Health Manager in the Animal and Plant Health Inspection Serviceâs (APHIS) Veterinary Services (VS). The incumbent reports to VSâ Director of Inspection and Compliance at the Center for Veterinary Biologics (CVB) and is responsible for oversight of all safety and occupational health activities within VS, including: workplace safety; chemical safety; industrial safety; occupational health; industrial hygiene; employee safety; hazard abatement; and accident reporting.

U.S. Citizenship DUTIES:The duties may include, but are not limited to:
Serves as VSâ lead safety and occupational health official (to include oversight for industrial hygiene activities). In this capacity, provides leadership, technical direction, and oversight on safety and occupational health issues to VS employees and management officials nationwide.
In collaboration with senior VS management, formulates and develops VS safety and occupational health policy consistent with prevailing Federal, Departmental, and Agency requirements.
Performs comprehensive evaluations and compliance surveys of various VS worksites, in office, laborator! y, and field settings.
Develops and/or coordinates the delivery of training to VS staff on a variety of safety and occupational health topics, including, but not limited to, job hazards analysis and the Occupational Safety and Health Administration (OSHA) 10-Hour and 30-Hour training.
Prepares correspondence required to document, analyze, and resolve potentially controversial safety and occupational health problems.
Serves as the monitor for the respiratory protection qualifications program to ensure appropriate certifications and fit-testing is maintained.
Conducts and/or plans for the completion of assignments, which typically involve technical or complex safety and occupational health problems, which have high visibility and interest by VS, APHIS, other Federal agencies, or the general public, or which involve the development and application of new policies and procedures which may be controversial or have significant impact on VS safe! ty and occupational health programs.
Serves as the pesticide c! ertification monitor for the purpose of ensuring individuals meet the requirements of pesticide retraining and maintain respiratory protection qualifications.
QUALIFICATIONS REQUIRED:

SPECIALIZED EXPERIENCE AT THE GS-14 GRADE LEVEL Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors. Examples of qualifying experience include, but are not limited to:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws,! regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other! safety and occupational health personnel in safety or occupational hea! lth subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
Provide leadership and technical direction on safety and occupational health issues on a national basis.
Planning, conducting, reporting and ensuring follow-up reviews of actions related to on-site safety and health issues.
Developing guidance materials and written procedures for implementing technical safety standards, codes and safety requirements for a variety of operations.
Conducting evaluations and compliance survey of various worksites in office, laboratory and field settings.
Pesticide certification monitoring, respirator protection certification and appropriate fit testing.
Conducting investigations of reports of unsafe or unhealthy working conditions.
THERE IS NO EDUCATION SUBSTITUTION FOR THE GS-14 GRADE LEVEL.

This position is subject to unscheduled overnight details of undetermined lengths in the event of animal health emergencies or other conditions requiring immediate response, as required by the Agency. (Extensive periods of time may be designated for overnight details.)
The work involves both sedentary activities and recurring physical exertion related to frequent inspections and surveys which involve standing, walking over undeveloped terrain, climbing ladders and stairways, entering high risk areas such as border crossings and ports of entry.
The duties of the position require the wearing of personal protecting equipment in extremely hot temperatures, work in cold conditions, and frequent travel.
The work is performed both in an office and outdoors environment with exposure to associated! hazards, such as high hazard neighborhoods, construction equipment and sites, machinery, border crossings and ports of entry, and exposure to hazardous and toxic sites.
Exposure to airplane and automobile accidents due to frequent travel, and high and low temperatures from natural environment.
High noise levels may be encountered, as well as dusts and fumes from chemical treatments.
Protective equipment, such as hearing protection, head protection, eye protection, gloves and foot protection is usually required at all areas of the operation or work sites, the use of respirators may be required.
Exposures to hazards (i.e., physical stresses, adverse weather conditions, industrial operations, etc.) are encountered when conducting inspections, program evaluations and surveys, and accident investigations.

Knowledge of techniques, concepts and procedures used by industrial hygienists, safety and occupational health specialists, fire protection personnel, environmental protection officers, and other experts to review, evaluate, and advise on the full range of safety and occupational health issues and activities
Knowledge of safety requirements for equipment, facilities, and procedures in industrial work processes, warehousing and material handling, accident prevention, high risk training issues and maintenance operations
Ability to develop appropriate safety and occupational health surveillance programs and activities and implement new techniques and method! s to resolve critical problems
Ability to develop and implement control programs applicable to an extensive range of potential safety and occupational health risks in highly hazardous work environments, examples include: large x-ray operations, pesticides, disease outbreaks, hazardous wastes, border crossings and ports of entry and high risk neighborhood operations
Able to communicate complex safety and occupational health issues to represent the agency at conferences and meetings with employees/employers
